It's a cheap way to find out before you spend real money fixing the wrong thing. If you go on to book work with me within 30 days, the fee comes straight off the bill.
From there the answer is one of two things. System Development handles the problems that are really about process, where what you need is a documented workflow your team can follow, not another piece of software.
Custom Tooling is for the rest: the problems where the honest answer is "you need software that doesn't exist yet." That ranges from a spreadsheet that kills a recurring task to a HIPAA-compliant system wired into your EMR, which is why it's quoted off the Assessment rather than off a price list. I don't quote software I haven't scoped, and you shouldn't trust anyone who does.
